As long as those 3 wires are connected correctly the timer should power up when you connect the main power and ground wires for the Webasto. You may also need to reset the Webasto, sounds like it may be locked out. If you have the instruction manual that came with the heater check out section 6. This will give you step by step instruction on resetting it. If all of the wiring is good and connected correctly and a reset doesn't work, the control module may be faulty. The unit should not power up when power and ground wires are connected. Unless there is a short in the switch wiring for the switch/timer. Or the timer is faulty.
No issues with mine, just had to start it a few times to get fuel to the unit.
